| This document was developed as the master guide of ICHARM activities, which includes the objective, guiding principle, history and the framework of ICHARM with the action plan for 2006-2008. The draft was prepared by carefully taking into account wide spectrum of opinions on the needs and the expectation to ICHARM from a number of foreign and Japanese experts at various workshops and symposia during the preparatory stage, and was submitted for review to the first ICHARM Advisory Board held in Tsukuba on September 15, 2006.
