| I have many experiences of the landslide disaster urgent technical guidances. The mental attitude needed, what I observed, sensed and comunicated as the instructuer by request, are discribed in this report. The needs and the background of landslide disaster urgent technical guidance in Japan are also explained in this report. They are largly different from the common technical consulting, because the administrative officers who have faced landslide disaster need experts of the following abilities: (1) ability to execute field research promptly; (2) ability to explain the outline of the landslide disaster immediately after the field research; (3) ability to present the landslide prospect and the effective emergent countermeasures; (4) ability to clarify the propriety of inhabitants refuge and/or restriction in transportation, and the extent of the refuge and/or restriction if needed; (5) ability to take the responsibility for commentation to the communication media.Effects of the landslide disaster urgent technical guidances are discussed in this report, from the points of view of the requesters of the guidance, information media, the government officers and inhabitants. Judgement by experts have mainly three effects: (1) ensurence of objectivity by a second opinion; (2) technical speciality; (3) reliability as experts. The urgent technical guidance affects those concerned people, directly and and indirectly, and then contribute to the mitigation of landslide hazards. |
