The MLIT issued “Guidelines for Seismic Performance Evaluation of Dams against Large Earthquake (Draft)” in 2005, and trial implementation of seismic performance evaluation according to The Guidelines (Draft) for dams managed by the MLIT have been conducted. According to The Guidelines (Draft), the plastic deformation caused by sliding on the seismic performance evaluation for embankment dams is one of the important evaluation values.In order to estimate the sliding deformation of actual embankment dams during an earthquake precisely, a lot of time and costs are required to conduct laboratory tests and seismic response analysis. Therefore, in the future, if there are simple and relatively precise methods to evaluate the sliding deformation, it will be useful to effectively extract embankment dams that require detailed seismic performance evaluation.In this paper, firstly, the material properties (initial shear modulus, dynamic deformation properties, and shear strength) of rockfill dams managed by the MLIT or the Japan Water Agency (JWA) were reviewed. Secondly, the representative values were set based on these material properties reviews, and were used for plastic deformation analysis of a model dam of a rockfill dam with a center core at the height of 100 m to consider the effects of shear strength of rock material on sliding deformation.
